What does it mean when a device is rooted and / or ROM'd?

To "root" an Android device means to gain access to the root of the file system, allowing you to change fundamental things about the way that the device operates.
A ROM is a custom operating system that makes the phone behave in a way it wasn't designed to, either enhancing or reducing the features and abilities of the device.
Rooting can be a very technical procedure, and the upkeep and support on a rooted device can be difficult and require advanced technical knowledge. If you're not especially tech-savvy, purchasing a rooted or ROM'd device may not be the best idea.
Note: Rooted status may also impact warranty claims.
