This seller decided that he couldn't/wouldn't sell the phone nine hours after I paid for it. He issued a PayPal refund at the 9 hr point. Of course he doesn't have control over PayPal's refund timeline, but 2 days later I still don't have my money back so I can't purchase another phone. This is unacceptable.
