I second the 1000 offer. I could do maybe 1025. after all, this is a 2.5 years old CPU (I think M2 Max launched in June 2022). I think 1000 is fair compared to the much superior M4 Pro Mac Mini.

How long will it take to make the purchase? it appears blocked

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
