Is it paypal verified?
I'm based in Canada and I've used the company that provides the forwarding service for several years and never had an issue. Not sure what you mean by if they're PayPal verified but I'll check.
Also, I can only do signature on delivery. Is that possible with your forwarding service?

PayPal seller protections still apply when using freight forwarding, as long as the device is shipped (with tracking and insurance) to the address provided by PayPal from the buyer’s PayPal account.
