Hello. The unit does power down and stay off. I don't have issue using package forwarding but I don't understand the part about using a US payment method to cover PayPal fees. I unfortunately can not lower the price.

It means the PayPal account used for making the purchase must be a US based account. This is to prevent the seller from being charged extra fees for international funds.
