Do you mean Domestic Sim unlocked (aka Carrier unlocked) or iCloud unlocked? If you mean the first question then no, it is locked to Sprint's network and iPhone 5's through Sprint can not be DSU, some unlockers say they can do it but I don't think its possible, If question two, Yes it is not iCloud locked, If you have the phone on Sprint they will unlocked for you to use with other sim internationally but not for domestic use. I used it on freedompop which is a MVNO for Sprint, never used it on Sprint but the phone is for Sprint. Hope I answered whichever question you had.
