What does it mean when Express Checkout has been disabled for this Merchant? I'm trying to buy the phone

Swappa Staff, just a heads up, as I've tried like most here to contact the Seller hoping to get some sort of a response, and I've tried several times to Buy Now, at full price but can't ever get through and past and error message that Seller will only sell to a PayPal Member with. Confirmed Address or "Seller does not allow Express Checkout"!! After peaking with PayPal twice, they didn't even know what that meant, as it apparently isn't an option we as PayPal members can even choose??. Pretty sure the majority know a Confirmed Address is required, , and I've had one for well over 15 years. PayPal reps states the issue is on the Swappa side, the Seller hasn't made a peep since listing. I can't even buy without an attempt at negotiation. Idk, something doesn't feel right, and second, something is hitting a glitch upon an attempted Buy without negotiation, simply accepting the Price, Tap Buy Now, and a continuous redirect to Swappa. 1/2
2/2. Just thought I'd bring it to the attention of Swappa, as I can't be the only one with the concern. Concern that sure the Seller is alright number one, and simply choosing not to respond to any of us, and lastly attempt to find out why we can't Buy this gals Phone for what she's asking.
