Barry - it is not a scratch. It's just glare from the overhead office lights. I've added a few more pics showing the face and back cover as well as headphone and charger port.
It is a Verizon issued phone and as far as I know will only accept Verizon SIM cards.

It will accept Vodafone SIM's as Verizon has an interest in Vodafone. We have done this for some of our international travel consultants. I'm not sure about accepting other SIM cards.
I'm checking now to see if they will accept other carriers SIM's and will let you know as soon as I hear back from Verizon (where it was purchased).
