The phone was locked when it arrived, but the seller has offered a full refund.
Finally got a refund, but it was a hassle. The seller repeatedly claimed to have sent the refund when PayPal customer service confirmed that he had not. The seller never reimbursed me for return shipping despite repeated requests.
