Problem with device not being unlocked but seller issued a refund very quickly.
We were able to work with a Verizon Wireless customer to temporarily activate the device on an existing Verizon account. This process ultimately unlocked the device to all wireless providers. The whole thing was a bit of a pain... but -
The phone you sold me is in great condition - I have no complaints about the hardware part of this sale. The item arrived promptly and meets all my expectations about the condition of the equipment.

Disappointed. The seller listed a phone to sell that they did not have. So fast forward a handful of days later...or so...they finally determine. Whoops! We do not have a phone to ship you. They did refund my money at that point, however the phone should never have been listed to begin with. Maybe Swappa needs to go back to having these company sellers list actual phone with listing id, just as they do with every other seller.
UPDATE 12/10:
The seller indicated that they may be able to get the IMEI removed from the blacklist as an alternative to exchanging it. I agreed to this. After about two days, they indicated that their vendor was unable to get it removed, and that it would have to be shipped back.
A full refund plus my cost on a screen protector was issued once the return tracking registered with USPS. I appreciate this on the seller's part. However, I was asked by the seller to revise my review to a positive one, and I cannot do this as this was clearly not a positive experience. I would ask that the seller be more careful about where they source their phones from.
UPDATE: 12/3:
The device that I purchased was blocked by AT&T as it has been reported stolen.

Phone was shipped very quickly. It did have two small marks on the bezel (it was listed as mint condition), but was otherwise in perfect working order with a perfect screen.

Shipping Policies
The Cellular Resource will ship your order within two business days (Friday orders are shipped by Monday at the latest). We do not ship orders on the weekends or holidays. Orders are shipped via USPS First Class unless expedited shipping is selected at check out. Currently we do not provide international shipping.

Please make sure your address is correct at checkout and on Paypal prior to completing your purchase! We can only ship to the address provided at checkout. If you need to have your address changed prior to checkout, then you will be subject to a 2.9% +0.35c cancellations fee. Once your order is cancelled, you may repurchase the item with your updated address information.

Return & Refund Policies
All Cellular Resource devices are covered under a 30-day functionality guarantee! We provide you free return shipping if you experience an issue covered by our warranty. After we receive and process your return and it meets our Return Requirements (below), we will refund your payment or send a replacement device within 2 business days.

Our warranty covers (no fees applied):
--Manufacturer defects
--Item received significantly not as described
Our warranty does not cover, and fees will be applied for:
--Damage of any type
--Buyer's remorse (changed mind)
Return Requirements (to be eligible for a refund):
--Returned device is in same condition as sold
--All iCloud/Google/Samsung or otherwise accounts are completely logged out and removed
--No password locks
--Device is in original box/with accessories (if included in original sale)
Fees for refunds and returns outside of warranty:
--2.9% +0.35c fee to cover PayPal's refund fee for each device that has not shipped
--2.9% +0.35c fee to cover PayPal's refund fee for ADDRESS CHANGE REQUESTS (due to PayPal's new fee policy) --> see our Shipping Policy for more details
--Out of policy returns (over 30-days) will be reviewed on a case-by-case basis and may be subject to a restocking fee up to the device's full value.
