The seller and I negotiated and agreed to a price and then someone else buys it. This is not a good buying experience to be honest. I guess it is what it is. I'm assuming the product had already been sold and the listing is not updated.

If PayPal is denying a payment, it is usually an issue with the buyer's PayPal account, sometimes related to not having a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside
