Is there any chance you can provide confirmation that the device is fully unlocked? Can you confirm the bootloader can be unlocked and show that you enable OEM unlocking in Developer Options?

Rephrased, do you mind verifying that Developer Options shows ‘OEM unlocking’ as an available toggle, even if currently off?

I'm not sure what you are referring to but the device is unlocked. I purchased this directly from the Google Store and chose that version.

Would you check: Settings → About Phone → tap Build Number 7 times → Developer Options → OEM unlocking toggle

I booted into the bootloader and it says Device state: locked (unlockable)
