No, I bought this second hand. Original owner wanted to get the new iPhone but he did get it from AT&T. As a AT&T user myself I’ve tested this device and it does operate normally.

I want to say it’s locked. I looked up the carriers policy and AT&T does not lock unless you request it. I haven’t tested other networks to confirm.

You can check Settings-> General -> About-> Carrier Lock , to confirm whether it is locked.
