I just attempted to purchase this item, it declined. I spoke to my CC company, they approved it, but my CC company said the merchant kicked it back. Can you help me figure out what is going on?

If PayPal is denying a payment, it is usually an issue with the buyer's PayPal account, sometimes related to not having a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside

Less commonly, the issue may be with the seller's PayPal account being limited. Both parties should contact PayPal support (preferably by phone) to confirm their accounts are ready to send and receive payments.

I will try to reach PP later, I cannot get through to a customer service rep.

I did speak with a PP supervisor, one PP account is locked for 48 hrs due to wrong password, but there is no issue with the second PP account.
I have tried three time to buy this MacBook, using Paypal--2 separate accounts, 2 separate ccards and once just cash. It says the transaction is denied.
