It would go out Monday morning Priority Mail.. It should get to WA by Friday but I can't make any guarantees. If you bought it now I still have 1.5 hours to get it to the next town over ( Ontario OR. ) the post office is open till noon.

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.
