Hi Melissa R. — "non-cellular" means the Apple Watch is GPS only, without the option to connect to a cellular network. Since it doesn’t use a carrier or SIM card, there’s nothing to unlock — it works right out of the box with any iPhone. Let me know if you have any other questions!
As far as price goes, $250 is for FAIR condition, this is MINT condition open box battery is brand new and last one sold on swappa for $360.
