This phone was kept in a case and had a screen protector on it so it looks brand new. Battery health is 99%. It was purchased as the unlocked model so it can be used on any wireless network. Currently running iOS 18.3.2 This is the phone only, no accessories and no charger.

That is correct.
I have my card linked to PayPal but it doesn't work with big purchases. My bank denies it because of the price and even though I respond to the text from my bank to approve it because its a small bank in West Virginia there's some communication issues with them and PayPal and I cannot proceed.

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.
