If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.

I checked PayPal, there should be no issues with receiving payments from any source. I don't know what else I can do further with Paypal here. It shows everything is set up properly.
