Is the phone able to be unlocked? And also would you be willing to take 425?

As far as I am looking, Verizon automatically unlocks the phone once fully paid for after 60 days. The phone has been fully paid off and has just been sitting in my house unused. So I think so... but if you know more or how I can verify that, I can do that for you! I would do 450 if that works?
