Not wasting your time, im clearly you asking if can be unlocked once purchased, for that you need still having a Us celullar account, so, thats possible or not? to concrete a deal, you only said "It will always be us Cellular", so that doesnt means nothing about if can you unlock it or not

What's your lowest... can you unlock the thing that was just announced to be never unlocked. Hey, maybe you could make me feel special and warm, and give me that ridiculously low price so I can resell it later for more money than I payed... or how about not and you leave me alone until you got the money.
