It only allows for temp unlock. Error 146 occurs with permanent.

On the internet says: "T-Mobile unlock Error 146" usually indicates that your phone is not eligible for unlocking because it might still be on an installment plan, meaning you haven't fully paid off the device to T-Mobile. If it is fully paid off, ill suggest to call them and they can unlock it in their system.

The device is paid off. I’m not sure exactly what the issue would be. I was looking online too some say it needs to have a TMO sim for around 30 days to unlock.
