I'm trying to add to my cart and check out, but it's not allowing me to proceed or add payment. Please advise.

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.

From what we can see, other sales seem to be processing without any issues, so it doesn't appear to be an issue with our site. John - I emailed that account twice and no response. I keep getting an error: "Error creating a payment. Merchant account is restricted".

Is this a scam??

Additionally, I just had someone else try to buy it and it will not go through for them either.
