No I found one with Apple care+ locally for 1700 and didn't had to pay tax on it so even if you do 1700 buyer needs to pay tax and that too without apple care+ so unfortunately it's not worth for me

Yes it is max with same specs 32gb ram and 1 tb and I was specifically looking for Max processor only and found it locally

Good question. I honestly do not know for sure, as I have never bought AppleCare+ on any of my devices from Apple. I think you either have to purchase it at the time of purchase or a short window after purchase. But that is what I recall when trying to be sold the AppleCare+ warranty from Apple or Best Buy.
