I have tried to purchase this item 2 times and in both the instances, there was an error completing the payment via PayPal and my payment of 2 times is on hold with PayPal!. I wish to be able to complete the purchase. I do not know what the technical issue is on the part of Swappa.

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.

From what we can see, other sales seem to be processing without any issues, so it doesn't appear to be an issue with our site. Ok. It appears that there is a GeoLock on all "Non-US PayPal accounts" imposed by Swappa on buyers and that seems to be the reason why my PayPal payment did not/cannot go through. Thank You.
