Is this dual sim?
Yes, it is the dual sim model.
And I can't tell maybe it's just my eyes lol, but is that spot in the picture a scratch or just a blemish in the paint / coating? If I buy today can you ship today?

I believe that is just a glare. The only issue with the screen at all is the small black circle on the top right corner.
Oh ok I see it now. So does it affect the functionality of the screen at all and has it always been that size or has it gotten bigger (or do I have to worry about it getting bigger)

Yes, this device is completely unlocked and can be used with any carrier. Though you may have to verify with your carrier if they will activate the phone prior to purchasing it. It does not have a screen protector or a case with it.
