That would be correct. It automatically redeems them when you start it, so I think most used ones will have them already redeemed (unless they never logged into their steam account).
I saw a video on YouTube where you must click redeem in order to get them. It says it’s once per device.
Ah ok! I assumed it did it automatically as I couldn’t recall seeing that. But they are indeed redeemed.
