If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.

From what we can see, other sales seem to be processing without any issues, so it doesn't appear to be an issue with our site. Hmm, I recently sold items using this PayPal account without issue. My account does block foreign currency, non-US accounts, and unconfirmed shipping accounts.

I'm in McAllen TX, it's a town on the border with Mexico, maybe that's the problem.

I turned of the US requirement temporarily. But I am not going to turn off the confirmed shipping address. Try again, and if you still have issues, make sure your address is confirmed.
