If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

Now that I’m able to purchase it, it seems like the price went up! I thought it was $227 couple of days ago.
