According to the Rogers website, iPhones sold on Rogers after 2017 come unlocked. The website also states that phones used on their network are only locked if their user has an outstanding payment balance or has been reported as lost/stolen.
Is this device “unable to be unlocked,” or has it just not been unlocked yet?
If you’re willing to check, I’m willing to buy.

Hi. It may be unlocked. I don't know a way to guarantee it it is unlocked. I have done a phone check and it does not say unlocked.

To unlock your Rogers cell phone, follow these steps:
For iPhones, the unlock is done remotely on our side and you must reboot your phone with the SIM card from another carrier in the phone. Please note that if the iPhone is an older model a factory reset may have to be done on the phone.
Note: Some older devices may not ask for an unlock code and you will have to put in the code a certain way. Please confirm when you contact us what the method of putting in the unlock code is.
