This model will not receive a newer macOS version-- it will stay on macOS Monterey but it still receives updates fairly often.
For all specs just do a search for the name of this model + 'technical specifications' and the Apple support page should come up.
Accounts will be properly removed/signed-out, and device will be unlinked from previous owner before factory wipe.
