I know phones can be unlocked to working on other networks, but this phone is branded with the Verizon symbol on the back and has the Verizon logo at boot. The IN 2019 is the Verizon model. The IN2015 is the NA/USA model. I think that is what you are looking for.

But specifically to the article you mentioned, The device is not locked to Verizon as I purchased the phone here on Swappa, not Verizon and have had it for more than 60 days.
