Does this mean it's rooted? Will banking apps still work or they'll be blocked?

No, it is not rooted. From my experience, all my finance apps worked, although some may not let you sign in with a fingerprint. That can vary based on the ROM you install. For example, that app on crDroid allowed me to use the fingerprint to sign in.

Having the bootloader unlocked does pave the way for the ability to root the phone.
