As long as it's a valid address and they can confirm receipt to you and no concerns with the phone/return then that would be fine to ship to FL with the address matching the PayPal.

The sales page does not load correctly, help swappa staff. I was on the paypal page, generated the charge and then returned to the previous page.

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
