Phone is fully paid off?
Yes. Swappa prohibits selling phones on their platform that have active contracts or payment agreements, are on lost, stolen or non pay lists, etc. I have several blacklist checks I run on phones before listing and Swappa checks as well, but if something is missed I will offer full refunds and pay return shipping.

As far as unlocking it goes, there are ways to bypass carrier locks. I can point you in the direction of a few websites that do it, but carrier bypass is done at buyer's expense and time frame, and may affect return policy if the IMEI gets locked or the phone is damaged in any way.
