If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.
From what we can see, other sales seem to be processing without any issues, so it doesn't appear to be an issue with our site. I don't have issue with my payment. I think its PayPal having technical difficulties.
Just reached out to Paypal and they confirmed that the issue is with the receivers account which is the sellers account. None of my cars that I tried to use have a problem or my PayPal.
I recently have a fraudulent buyer open a dispute. I'm guessing that is what is causing issues. I'll contact PayPal today .

The laptop came with the standard Apple 1 year warranty, i.e. eligible hardware repairs and service under Apple’s Limited Warranty.
I contacted PayPal and they informed me that there aren't any holds on my account and asked for more info. Could you provide me the error message you're receiveing?

I sent that message to paypal and they said, "there is not holds on you account or anything preventing a payment. This sounds like it maybe a browser website connections issue. I would have the buyer try a different browser."
