I'm confused as to what this means and I'm not an Apple guy...wifes phone. What does it take to activate to her existing acct,numbers photos etc? Do you know? Does Apple have a sim card you just swap out? Sorry for the stupid questions.

This is about Verizon device unlocking policy. Every new Verizon phone comes initially locked (so it doesn't take other carriers' SIM card). But they promise that it will be SIM unlocked within 60 days after activation or even earlier.

However, if you want to use the phone on Verizon only, it doesn't apply to you at all. Of course you can activate it with Verizon with no issues.
