Technolojoy, this phone is completely unused and untouched. It is also paid off, completely brand new and still in the box.

can be unlocked by att?

What do you mean by unlocked? Like change the carrier plan? From a quick google search it says that AT&T can unlock phones within two business days, but I encourage you to do your own research. Again, it is brand new and unused (still in the box and sealed). Should be able to be unlocked for a different carrier.

can I buy and try and if it does not unlock you refund before shipping

I can't offer any guarantee's since you would have to unbox the phone (ruining the brand new condition of it), but I would consider buying it back at the current value after you unlock it (whatever this site values used iPhone 11's as). This is because I want to sell the phone at the brand new value, and your actions would directly cause it to lose price. Again, from the research I've done, it says that AT&T can unlock any phone within two days.
