Does this have the google play store installed ?
It has been factory reset, but you can install Google Play Store.

By default yes. If you are a Prime member, you can call Amazon customer service and ask them to remove it.
The lock screen offers are tied to your account not the device. When the device is registered to your account, you can call and ask them to remove offers.
