Trying to buy keeps saying payment not submitted

Don't know why is that way but my PayPal is verified on my end

Just email them and you have to do it on your end by providing a screenshot of the error and page where you experence the problem (Send them an email)
If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.
