If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).
While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.

On my side, every time I hit PayPal checkout, it says "Sorry, we can't complete your purchase at this time". The message support on PayPal does not work, I am waiting for PayPal to call to see what is the issue.

PayPal called me and clarified that the Seller has some issues need to be resolved by contacting PayPal so they can work that out. Everything is good on my side. How can Swappa inform the seller to resolve its issue with PayPal?
I checked with Paypal and they said there is nothing wrong, as far as my account is concerned.
