Hi, this is the China version. I am not sure about XR, but I myself is using a XS Max China versions s I can use the FaceTime without any problems at all.

Just checked Apple website and found FaceTime works on China version but audio.

What I mean is that FaceTime audio does not work on China version iPhone, but FaceTime Video does work.
