I thought all iPad were unlocked. Can you unlock it with Verizon if I buy it? Is the iPad tied to a monthly device payment with Verizon?

No i can't unlock it but it can be if needed and no device payment

Not something I can do but once you buy receive it all Verizon iPads bought through can be unlocked they are just locked by default
