What is the battery %? Is it unlocked?

The phone was originally registered on Verizon. However, I believe it can be used with another carrier.

As far as the battery it charges and depletes with normal usage as expected. I'm not sure what you are referring to regarding %.

Open the Settings app on the iPhone. Choose “Battery” Tap on “Battery Health” At the Battery Health screen, you will see two relevant indicators of battery health: “Maximum Capacity” and “Peak Performance Capability” - This would be the battery health

Does it have scratches on sides?

It does appear that there is minor wear and tear on the sides of the device. I believe they are from the lip of the case that was used.
