Hi. I'm trying to purchase this phone however I keep getting an error message stating that the merchant isn't accepting PayPal payments at this time please use another payment method. Unfortunately, I don't see another method. Can you please help. Thank you in advance.

If PayPal is denying a payment, this is usually an issue related to the attempted buyer's PayPal account (sometimes related to their lack of a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside).

While less common overall, the issue could also be related to the seller's PayPal account being limited, so both parties should reach out to PayPal's support team (preferably over the phone) to ensure their accounts are ready to send and receive payments respectively.
