Unlocked is not factory unlocked.

I see an issue with many unlocked phones, are carrier unlocked, but not factory unlocked.

With what you say, any consumer/buyer is going to be conviced that the device they are buying is truly unlocked but I cannot tell you how many times I've gotten a phone that has it's bootloader locked by the carrier, meaning it is NOT factory unlocked. I am a developer and it's unacceptable to say one thing and do another. I really truly believe that is would be in this companies best interest going forward to be more strict on allowing what phones go into the unlocked category.
This is just a suggestion, and issue I want to bring to light.

Agreed. For iPhone Samsung it's no big difference but for devices where carrier branded handset is stuck on a different software channel with bloat ware like Motorola OnePlus etc or when carrier branded handset cannot unlocking bootloader like Google it's unacceptable to pass off a carrier branded handset as factory unlocked. I list those in the carrier section and write GSM UNLOCKED in title
