AT&T will not unlock phone due to money owed

Last March I bought a brand new iphone 13 (still wrapped) from a seller on Swappa for my elderly Mom. We need to switch it to a lower cost carrier and AT&T will not unlock it because they say that the person we bought it from owes money on the phone. I welcome any advice.
