Offered Less than asking
If I am requesting a certain amount and the buyer offers a lesser amount, do I need to adjust the price accordingly? Or will it allow him to purchase at the reduced price?

Buyers and sellers are free to negotiate prices via listing comments. After coming to an agreement, the seller can adjust the price and the buyer can purchase the item at the new price.
However, please keep in mind that Swappa is a first-come, first-serve marketplace. Sellers are not able to hold a listing for a specific user, so any user can purchase the item at the newly adjusted price.
