i'm new to Swappa, noticed a range to pricing on iPhone I'm looking to buy, is it permitting to making an offer?

As for making an offer, you can do so on most listings by leaving a comment on the listing page asking the seller if they are willing to accept a lower price.
If the seller agrees, they can leave a comment on the listing page and edit their listing to the new price. Once the listing price has been edited, you can make the purchase at the new price.
Please note that Swappa is first-come, first-serve -- so any user can purchase the item at the new price.
