If PayPal is denying a payment, it is usually an issue with the buyer's PayPal account, sometimes related to not having a confirmed shipping address: https://www.paypal.com/webapps/mpp/shipping-address-outside
Less commonly, the issue may be with the seller's PayPal account being limited. Both parties should contact PayPal support (preferably by phone) to confirm their accounts are ready to send and receive payments.

I'm located outside of the US. However, I usually buy goods with a third-party help (forwarding company) that'll ship the phone to my country.
Of course, I do take all the responsibility for what happen after the seller ship the device to the company.
