Yes it is fully paid off. Don’t see why it couldn’t be unlocked but I’m selling it as a T-Mobile phone. The Phone is fully paid for and has never been used.

No. If you read the Swappa policy about that, you would see that the section "Unlocked" is for factory unlocked ONLY.
